Tiwi Agro-Industrial School was organized by virtue of Presidential Decree No. 716 dated May 29, 1975. Originally, Republic Act No. 6301 dated June 19, 1971 provided for a National Vocational School in Tiwi, Albay. Since Tiwi and its neighboring towns are basically agricultural, the fact that Tiwi is a developing town because of Geothermal Power Plant. To ensure the common prosperity, the town needs well equipped/knowledgeable manpower to ensure the continues development/progress. Proposed Resolution No. 60 on July, 1974 recommending the establishment of Agro-Industrial School. Thus, Presidential Decree No. 716 Amended Section 1 of R.A. No. 6301 converting the Tiwi National Vocational School into an Agro-Industrial School. One of the pillars in building Tais was former Congressman Amando C. Cope. By virtue of resolution No. 209 series of 1975, the Municipal Government of Tiwi, Albay has donated 6.03 hectares last June 15, 1976 to be used as school site. Superintendent Alvaro R. Rabina of Camarines Sur Agricultural College (CSAC). With the cooperation and full support of Mayor Oriel C. Clutario, Mr. Antonio A. Binoya, Principal of CSAC supervised the opening of the school, until Engineer Dominor T. Martinez arrived to become its First School Principal.
Classes had started on June 16,1975. In its initial stage, classes were held in the Municipal Building with Two Hundred Seven (207) students. After fifteen (15) days the students together with Mayor Oriel C. Clutario, members of the Municipal Sangguniang Bayan marched to the school site at Comun, Bagumbayan. Classes were held in the three-room Comun Elementary School in Bagumbayan where the school is presently located.
Engineer Dominador T. Martinez, Pioneer Principal of the school partially constructed a three-room building which was used as the Office, Health clinic and a classroom. He also started to construct a six-room building which was the Home Economics building. To meet the need for more classrooms, he constructed a two-room temporary building to reinforce the three-room Marcos type building formerly occupied by the elementary school. He constructed a temporary school canteen and poultry house. He initiated the asphalting of two-kilometer road from Tiwi Poblacion to Tiwi Agro-Industrial School.
On August 29, 1978, Mr. Jose M. Lasala, Vocational education supervisor II Region V, was designated Officer In-Charge of the school with the mission to prepare its Development Plan and work for economy, efficiency and effectiveness in the management of the school manpower and material resources. Engr. Dominador T. Martinez was detailed in the MECS Regional Office upon assumption of Mr. Lasala as Vocational Education Supervisor II In-Charge of TIWI AGRO-INDUSTRIAL SCHOOL. Deeply concerned for the development of the school and the interest and welfare of the personnel and students, Mr. Lasala upon consultation with and approval by the regional director Napoleon D. Dignadice decided to stay the administer the school. On January 16, 1978, Mr. Lasala was appointed principal of the school rather than return as supervisor to the MECS Regional Office. Engr. Domindor T. Martinez was appointed principal of Sorsogon National Agricultural School at Mayon, Castilla, Sorsogon which was vacated by Mr. Mauricio J. Medialdia who was appointed Vocational Supervisor II in the MECS Regional Office, a position vacated by Mr. Lasala when he was appointed Principal of TIWI AGRO-INDUSTRIAL SCHOOL.
As Principal, Jose. M. Lasala prepared the Physical Site Development Plan of the School which was approved by Director Andres R. Asistin of the Bureau of Secondary Education. He concentrated his work on the construction of permanent buildings for classroom and ancillary services, purchase of additional school site for farm laboratory instruction, instructional equipment and inclusion of new positions for Teachers, Department Heads, Librarian, Guidance Counselor, Administrative Assistant and other Non-Teaching personnel, economy, efficiency and effectiveness in the management of school, its personnel facilities, equipment and supplies had been given premium emphasis and dedication to return the school to its feet with paper direction, goals and objectives as an institution of learning.
Enrollment was steadily yearly. Much more so, when seven (7) remote barangays situated along the seashore of Lagunoy Gulf appeals to have extension class under the school at Joroan, Tiwi, Albay to serve the students who could not pursue their study due to distance and prohibitive costs of living.
By Virtue of Resolution No. 59-84 of the Sangguniang Byan of Tiwi, Albay requested the ministry of Education, Culture and Sports through this office, for the extension of the secondary education to the seven (7) remote barangays of the Municipality of Joroan as center of the school extension. The MECS Acting Regional Director Andres M. Fonacier authorized on July 26, 1984 the opening of extension classes in Joroan, Tiwi, Albay under the supervision of this school. Due to the school’s late opening, formal classes in Joroan with ninety-nine (99) first year students started on August 1, 1984 to end May 28, 1985.
Kagawad Doroteo Cuerse Sr., promised to feed the bill for the salaries of teachers in the amount of Thirty Thousand Peso only, (Php 30,000.00). In cooperation with him, an Englishman in the person of Eric Tayler donated Thirteen Thousand Pesos (Php 13,000.00); Three Thousand Pesos (Php3,000.00) as used to construct the First Forty (40) armchairs of this school, the Ten Thousand Pesos (Php 10, 000.00) was deposited in the school to defray the expenses for the normal operation and maintenance of the extension classes. Mayor Clutario was the moving spirit unselfishly and untiringly provided moral and material assistance to the development of the main school in Bagumbayan and the extension school in Joroan of this Municipality.
The students in the extension school at Joroan are housed in a three-room Marcos Type Building said to be the Barangay Hall which was renovated through the efforts and management by Mayor Oriel C. Clutario. The land on which the school building is situated is said to owned by the church of Joroan.
The consent of Rev. Father Antonio T. Vera, Joroan Parish Priest, was given to the management of the school fee, a period of Twenty-Five (25) years and renewable thereafter when still needed by the school. The use of the building for the same period and condition was also guaranteed by the Joroan Barangay Council in the interest of the school and its students.
Mrs. Marcela L. Amar, Master Teacher I was designated In-Charge of the school extension at Joroan with Mr. Circumcision E. Carcer. Feliciana V. Cas as pioneer teachers. Ms. Emelina S. Clet took over the classes of Mrs. Cas who was recalled to the main school campus.
Supporting the Principal in the management of the school are Mr. Abelardo C. de Casa, Head of the Vocational Agriculture Department, Mrs. Cielo T. Shimizu, Head of Related Subjects Department, Mr. Alfredo SA. Sergio, Head of YDT-CAT Department, Mrs. Nelia LI. Solano, Guidance Counselor and Mrs. Marcela L. Amar, In-charge of the school extension classes. Weekly visitation of the School Principal was made in the interest and welfare of the students.
Mr. Lasala was promoted Vocational School Superintendent to Don Emilio B. Espinosa Memorial Agricultural College (DEBESMAC), at Masbate in 1987. His successor, Mr. Arsenio G. Aban Jr. assumed office on March 24, 1987 as the Third Vocational School Principal II.
A native of Muñoz, Nueva Ecija, Mr. Aban was Vocational Principal II of Bulan Vocational High School in Sorsogon before his transfer. He emphasized accessible and fair administration. He expressed his willingness to see and hear, to feel as one with his constituency—students, parents, faculty and other personnel to serve their needs, understand their problems and redress their grievances expeditiously with fairness and justice. As head of the school, he gave priority to the post-secondary education in school. At the TAIS extension, only the first, second and third classes remained while the fourth year enjoined the Senior Class at the school.
Mr. Edmundo V. Cambaliza assumed office as Fourth Vocational School Principal II on December 5, 199. He succeeded Mr. Aban Jr. who was promoted Vocational Administrator of Camarines Norte National Agricultural School (CANNAS), Talubatib, Labo, Camarines Norte. Mr. Cambaliza was a former Secondary School Principal II of Casiguran Vocational High School in Sorsogon. In TAIS, his target includes the improvement of the school especially the students and staff. His other concerns were the acquisition of additional books, shop tools and equipment. More school activities were designed to strengthen school-community relationship.
Farewell to Mr. Cambaliza and welcome to Mr. Jose H. Lagsit with a lunch and a program which was held on February 1, 1996. Mr. Lagsit assumed office as Fifth Secondary School Principal II. As head, he courageously hosted the first Bicol Regional Jamboree on September 28 to October 3, 1993. During his term, fifty-one (51) teaching and non-teaching staff of TAIS and TAISE went through a computer training, sponsored by the regional Office (RO) of the Technical Education and Skills Development Authority (TESDA) on January 18-31, 1988 at TAIS Computer Room. School Canteen was restored and Food Laboratory Building was constructed.
Mr. Lagsit’s retirement for TIWI AGRO-INDUSTRIAL SCHOOL, DECS Region V gave Mrs. Ceilo T. Shimizu a trial run in managing the school. Mrs. Shimizu assumed as Secondary School Principal II on February 15, 1999- December 3, 2013. She is the Sixth and First Lady Principal of TIWI AGRO-INDUSTRIAL SCHOOL. Prior to her appointment as principal of the school, she was the Head of the Related Subjects Department and Teacher In-Charge of the TAIS Extension School in Joroan, Tiwi, Albay for about two (2) years.
As Principal, Dr. Cielo T. Shimizu-Tolosa has always wanted to see TAIS LIVE UP TO ITS MANDATE OF BEING AN Agro-Industrial School. Her top priority is on enhancing teacher’s teaching competencies. Teachers are being sent to trainings and instructional materials were provided so that the achievement levels of students will be higher not only academically but more in terms of agriculture and trade skills. She is counting on the support of all personnel and through sound fiscal management to attain quality education. The construction of TVL lab (Home Economics Building) was an approved proposal from the TECHVOC Central Office of Mrs. Tolosa’s time. Coincident, during her term the ABOITIZ foundation turned over 3 Classrooms.
Mr. Ester C. Competente, Head teacher IV was designated Officer In-Charge of the school from December 4, 2013 to January 20, 2013. From January 21, 2013, Dr. Alicia Rebertad Lim was appointed as the new School Principal II of TAIS. She is the seventh (7th) and second (2nd) lady principal of TAIS until August 2, 2015.
Dr. Alicia Reberta Lim made TAIS to renowned its name. She brought TAIS from cluster to national level where it won several contests and received many awards. TAIS became venues of Regional Enhancement Training for non-NC holders of TLE Teachers and Division Training Workshop on Organic Agriculture, as well as Division Technolympics and other Municipal Roll-out from SDO training workshops. TAIS was declared Hall of Famer for the search of Eco-friendly School regional level being adjudged as First placer for three times. It became the FIRST MERALCO LEADERSHIP AWARDEE in the National level and WATER NESTLE AWARDEE in the Regional Level and National qualifier for the same award. It became the First REGIONAL GRAND WINNER under the secondary category, competing with other schools in Bicol Region. Dr. Alice R. Lim was the one who ignited TAIS Family to undertake co-friendly activities.
She built rapport with various stakeholders and enhanced partnership which led to multiple approved proposals such as new buildings, and heavy-duty sewing machines for dressmaking which was donated by ABOITIZ Foundation. Moreover, a DPWH based project classroom was built and repaired through a proposal submitted by herself. The repair of science building was sponsored by LGU-Tiwi.
In many times, most of the TVE teachers upgraded their skills by attending NC II or Trainer’s Methodology (TM) training. TAIS students continued to excel most particularly in TVE activities or contests from Cluster to a higher level of competition. She was able to contribute in TAIS both physical facilities improvement and academic aspects. In fact, teachers were given avenues to be promoted to master teachers due to her initiated trainings and demo-teaching for teachers. Her advocacy was to uplift the quality of education through transformational leadership thus, creating a transparent school-based management. Her legacy was built with a humble and love.
August 3, 2015 Dr. Gina L. Lovino, became the eight and third lady principal of TAIS. She carries on the search for the eco-friendliest School were- in TAIS became the original champion and hall of famer. Under her leadership, TAIS became an Assessment Center accredited by TESDA for the first time through a project proposal initiated by Mr. Melchor N. Segovia, an EIM Assessor and venues for Division Skills training with her TLE/TVE teachers as TRAINERS. This paved the way for selected TLE/TVE teachers to be exposed to a higher ground making them experts in their chosen fields. Winnings the various contest became evident too. In 2017, TAIS School Paper goes to national as well as the Technolympics. TAIS won 2nd place during the online votes for the CALTEXT FUEL popularity contest. Gadgets showcase and cash prize of Php 100, 000.00 was received by the school. Same year when Tiwi LGU, Habitat and TAIS signed MOA for the rehabilitation of TUMANA. Moreover, the enrollees increased by 13%, dropout is lowered by 1.09 and malnutrition too is lowered down by 90% in2018. Scholarship grants were given to students by the following partners—PNP and APRI. The safety of the school, teachers and students was her concerned too, thus CCTV were installed. Moreover, her leadership was challenged when the strongest Typhoon Usman destructed the school. Classrooms, offices were buried under sludge. The usually dried field became swamps. She was transferred to new assignment on June 13, 2019.
Dr. Ely M. Laus became the next principal of TAIS up to present date. His first day was last June 14, 2019. He was called a “balik-bayan son” of TAIS. He was a former teacher of TAIS, promoted to a higher position, now the current school principal II of Tiwi Agro-Industrial School. His management system concentrated more on the physical set-up of the school. In less than two years, he was able to re-build the perimeter fence which unfortunately was destructed by typhoon Rolly and Ulysses. Challenge by the different situations that arises, we hold to a stronger community of molding the future of our students most especially in this time of pandemic.
Presently, Mrs. Margie B. Corral serves as the principal, with Assistant Principal Jenalyn Cardano supporting her leadership. Under their guidance, TAIS has competed and won in various regional and national competitions, including the Drum and Lyre Corps and Technolympics. The school has also introduced new programs, such as the Special Program in the Arts (SPA), expanding opportunities for student development in creative fields.
TAIS now stands firmly more than ever to a commitment of developing its students not only as a technical-vocational school but also as an academic institution. It shall pursue an education that would enable its graduates to meet the challenges of global competitiveness. Mr. Laus retired on December 28, 2022.
Succeeding Mr. Laus is Mrs. Margie Bobier Corral. She is the 4th lady principal of TAIS. She was welcomed together with her Assistant School Principal II Miss Jenalyn T. Cardaño, succeeding two previous ASPII Miss Maria Salve Rosal and Miss Arlenzita Talisaysay last January 10, 2023, which is also their first day of service in school.

CONVERTING THE TIWI NATIONAL VOCATIONAL SCHOOL INTO AN AGRO-INDUSTRIAL SCHOOL.
WHEREAS, Republic Act No. 6301, enacted without executive approval in June 19, 1971 established a national vocational school in the Municipality of Tiwi, Province of Albay, and authorizes the appropriation of funds therefor;
WHEREAS, said school has been placed under the direct supervision of the Director of Vocational Education;
WHEREAS, said Republic Act No. 6301 authorizes the offering of the following courses: a) general education curriculum with practical arts for the first and second year, b) vocational education curriculum including craftsmanship and home industries in the third and fourth years, c) short vocational courses, and d) two-year post secondary technical courses;
WHEREAS, Resolution No. 153 of the Municipal Council of Tiwi, Albay, dated January 15, 1974, recommended the establishment of an Agro-Industrial School in said municipality;
WHEREAS, the survey made indicates that the town of Tiwi, Albay, and the surrounding municipalities are basically agricultural, hence, the establishment of an Agro-Industrial School in said municipality;

WHEREAS, the approved budget for the implementation of Republic Act No. 6301 indicates Agro-Industrial vocational education programs which crystallized in effect the clamour of the citizens thereat for the establishment of an Agro-Industrial School:
NOW, THEREFORE, I, FERDINAND E, MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby order and decree the amendment to Section 1 of said Republic Act No. 6301 to read as follows:
Section 1. The Tiwi National Vocational School is hereby converted into an Agro-Industrial School, at Tiwi, Albay, to be known as the Tiwi Agro-Industrial School.
Section 2. The sum of two hundred thousand pesos is hereby appropriated out of any funds in the National Treasury not otherwise appropriated, for the establishment, operation and maintenance of said school during the fiscal year nineteen hundred and seventy-five. Thereafter, such as may be necessary shall be included in the annual General Appropriations Act.”
This Decree shall take effect immediately.
